1) Minister Ernest Bejda

The Head of the Central Anti-Corruption Bureau is a central authority of the government administration, supervised by the Prime Minister, acting through the CBA. The Head of the CBA is appointed for a term of four years and recalled by the Prime Minister, following a consultation with the President of the Republic of Poland, the Special Services Committee and the Parliamentary Committee for Special Services. The Head of the CBA may be reappointed only once. On 1st December 2015, the Prime Minister Beata Szydło entrusted the responsibilities of Head of the CBA to Ernest Bejda

The Head of the CBA – Ernest Bejda was born on 24 September, 1973. In 1997, he graduated from law studies at the Faculty of Law and Administration at Maria Curie-Skłodowska University (UMCS) in Lublin. Afterwards, in the years 1997-1999, he completed a prosecutor training in Warsaw, passing the professional prosecutor’s exam. From 2000 to 2002, he worked at the General Customs Inspectorate in Warsaw. In the years 2000-2004, he completed an advocate training. After passing the final advocate exam in 2004, he worked as a lawyer running his own law firm. In 2006, he was appointed deputy head of the CBA. He held that function until 2009. In 2010, he was discharged from service in the CBA. Afterwards, he worked mainly as a legal adviser running his own law firm.

The Central Anti-Corruption Bureau

Role and acitivities

The main goal of the CBA is combating corruption where the public sector meets the private sector. Under article 2 of the Act on the Central Anti-Corruption Bureau, the Bureau deals with identification, prevention and detection of crimes and offences, prosecution of perpetrators as well as control, analytical and preventive activities.

 

Analytical activities

Identification of threats detrimental to the economic interest of the state as well as appropriately early and  possibly predictive communicating them to the state authorities, in addition to the formulation of proposals of  remedial actions are the basic objectives of analytical and informative undertakings carried out by the CBA. Moreover, they support operational intelligence, investigative and control activities.

The fact that an increasing number of respondents evaluate the CBA’s activity as good is reflected in the number of potential or prima facie corruption cases reported to the Bureau. In 2013, the number of reports increased by 60%.

 

Operational activities and legal proceedings

Operational intelligence activities are performed by the officers of the CBA in order to prevent the perpetration of crimes, their recognition and detection as well as to obtain and process information relevant to combating corruption in state institutions and local government and also activities against the economic interests of the State. In case of a justified suspicion of a crime perpetration, the CBA officers perform investigative activities specified by the provisions of the Code of Criminal Procedure, including activities on command of the court and the prosecutor.

 

Control activities

The Bureau is the sole special service having the tool in the form of the control of asset declarations and economic decisions. The aim of control activities conducted by the CBA officers is the disclosure of corruption cases in public institutions, abuse by persons performing public functions and the activities against the economic interest of the State. Controls are conducted on the basis of the annual control plan, approved by the Head of the CBA or – if necessary – on an ad hoc basis.

Control activities consist of:

  1. disclosure and prevention of cases of non-compliance, for example in the scope of issuing economic decisions (among others: privatisation, financial support, disposal of state and municipal assets, public procurement),
  2. verification of the correctness and veracity of asset declarations or statements on conducting economic activities by persons performing public functions.

 

Preventive activities

As part of its activity, the CBA also conducts preventive and educational activities. In this regard, it cooperates with other institutions and NGOs dealing with issues of corruption.

2) Bogdan Mròz

Bogdan Mróz – biographical note Bogdan Mróz holds a Ph.D. degree in economics and is a Full Professor at Warsaw School of Economics. He completed post-graduate studies in Milan (Scuola Superiore Enrico Mattei – Enrico Mattei business school) and Ottawa (Advanced Management Education Program, School of Business, Carleton University). Author of several books and numerous articles, both in Poland and abroad; he presented many papers at international conferences and congresses, including in the capacity of session chair and discussant. Professor Bogdan Mróz has been responsible for many research projects conducted in Poland and he was also involved in international scientific cooperation programs, e.g., joint Polish-German and Polish-Japanese research projects. Recently, he worked as a national expert for EU-sponsored DOLCETA project focused on web-supported consumer education. Professor Bogdan Mróz was invited as guest lecturer by universities in different countries; he was visiting professor in Italy, Germany, Japan and Canada. He was invited several times to participate as a paper presenter and panelist in the Cambridge International Symposium on Economic Crime. Apart from academic activity Professor Mróz worked for consulting companies in Poland and in Italy. He also conducted many training sessions and workshops for Polish medium- and top-level managers. Research interests of professor Bogdan Mróz include inter alia: shadow economy, tax evasion and tax avoidance, corruption, lobbying, business environment in Central and Eastern Europe, globalisation and its impact on business strategies and consumer behaviour, consumer-driven business strategies. Prof. Bogdan Mróz speaks fluently English, Italian, Russian and German and is able to communicate in French and Spanish.

 

SGH – Warsaw School of Economics

The Warsaw School of Economics (SGH.[1]) is the oldest business school in Poland. It is ranked first amongst Polish business schools in the Perspektywy ranking.[5]

The Warsaw School of Economics was founded in 1906 as a private school under the name August Zieliński Private Trade Courses for Men. On 30 July 1919 it became a separate legal entity and was granted the status of an institution of higher education. The school was renamed Szkoła Główna Handlowa (SGH) in 1933. Following World War II SGH was nationalized and its name changed to Szkoła Główna Planowania i Statystyki (Main School of Planning and Statistics) with an abbreviation of SGPiS. The school regained its pre-war name after the fall of communism in 1991.

The Warsaw School of Economics offers courses leading to bachelor’s or master’s degrees to both full-time and extramural students. It also offers programs for doctoral and postgraduate degrees. Its Finance and Accounting program was ranked among the Top 40 European Masters in Management by the Financial Times, 2008.[6][7]

The Warsaw School of Economics cooperates with around 200 higher education institutions around the world within student and staff exchange areas. It is also a member of the CEMS, the LLP Erasmus, the Partnership in International Management network (PIM) and the European University Association EUA.

 

3) Neill Stansbury

Neill Stansbury is Co-founder and Director of GIACC.  He is a construction lawyer who has worked for over 30 years in the international infrastructure sector.  He is Chairman of the International Organization for Standardization (ISO) Anti-Bribery Project Committee which wrote ISO 37001, Past Chairman of British Standards Institute Anti-Bribery Working Group, and Vice Chairman of the World Federation of Engineering Organisation’s Anti-corruption Standing Committee.  He was independent anti-corruption compliance monitor of Balfour Beatty, Parsons Brinckerhoff and Mabey Bridge.   He is co-author of various anti-corruption tools including the GIACC Resource Centre, Project Anti-Corruption System (PACS), Anti-Corruption Training Manual, and Anti-Corruption Code.  He has given anti-corruption presentations and workshops in over 25 countries.  He received an award as one of the “Top 25 Newsmakers for 2007” from the “Engineering News-Record” for his work in preventing corruption in the international construction industry.   He received an award in 2008 as “International Fellow of the Year” from the Zimbabwe Institution of Engineers for his anti-corruption work.  In 2010, he received, on account of his anti-corruption work, a Presidential Invitation to become a Fellow of the UK Institution of Civil Engineers.

GIACC – Global Infrastructure Anti-Corruption Center

GIACC is an independent not-for-profit organisation which provides resources and services for the purpose of preventing corruption in each sector of business.  GIACC’s objectives are to:

  1. a) raise awareness of corruption; and
  2. b) promote the implementation of anti-corruption measures as an integral part of government, corporate and project management.

GIACC’s policy is to promote change in the future.  It does not cast blame for corruption on any particular group of participants in the sector.  It does not investigate or report on allegations of corruption.  It works in collaboration with key stakeholders in order to achieve its objectives.

Croatian Economist, graduated since 2008, Mia Rupcic has considerable experience, also internationally, in the fields of Anti-Bribery and Corporate Crime, Quality and, in general, in the field of Enterprise Risk & Compliance Management, Assessment, Auditing e Training.
